Another Rip-off in Rome

When returning to the Fiumcino airport from Rome I bought a ticket at the stand on the train station and just made the train that was about to leave. On the train the conductor ask for my ticket, and passport and then said: "You have just committed a serious offense". Then he showed a preprinted paper with two amounts (either 117 euro or 50 euro, depending on if I paid directly). The serious offense was that I had not inserted the ticket in a machine somewhere, Appalling, third world rip-off. Is this an example of the famous Italian furbizia?
