Does a rail pass cover subways/buses in Barcelona? Can I get to Tarifa with a Eurail Spain Pass?

I will be in Barcelona for 3 days, then I need to get to Tarifa, Spain from Barcelona on Oct. 4 (Sunday), and flying out of Madrid on October 10. I plan on purchasing a Eurail-Spain Pass for all this traveling:
question 1: Can I buy a local subway/bus pass for Barcelona, or does the Eurail-Spain pass cover Barcelona, too?
question 2: How far will the Eurail-Spain train take me (i.e., will it only get me to Malaga or Seville?) or will there be secondary transporation costs for buses and taxis to get me to Tarifa from another main hub?
question 3: Can you suggest a transportation package that is the most economical for my needs?

    The best option for a trip would be dependent on your specific itinerary and several other factors.     As the objective of a rail pass is more to cover trains between different cities, public transit within European cities (including Barcelona and Madrid) would not be covered. To be covered for public transit in Barcelona, you would need to purchase a pass called the 'Barcelona Card'.     In addition to covering public transit in Barcelona, the 'Barcelona Card' would also grant you free entry to 20 top attractions in the city and enable you to receive discounts at over 70 other museums and locations.

    As I alluded to above, a rail pass covers trains between different cities in the countries included on the pass. Therefore, a rail pass that includes Spain would cover travel to cities like Barcelona, Madrid, Malaga, and Seville.

    Tarifa, however, doesn't have a rail station. The closest station to Tarifa would be the station in Algeciras about 20 to 25 km away. Therefore, you would use your rail pass to get to Algeciras and then you would have to take a bus from there to get to Tarifa. Since the bus would not be covered with a rail pass, you would just have to pay locally to board. I would recommend doing a search online for buses from Algeciras to Tarifa.
